ISO 32000-2 §7.3.8.2 and §7.4. Filters come from the engine's options (UseFilter(IStreamFilter)). In lenient mode a filter that is unknown or not implemented yet leaves the data as decoded up to it, with a diagnostic; damaged data decodes as far as it can. Decodes on every call; nothing is cached.
