Spec #33, viewer capability 5; ISO 32000-2 §7.5.4 (random access through the cross-reference table). Applies to documents opened with OpenAsync(HttpClient, Uri, CancellationToken). A small block wastes little around each small object (a page object is a few hundred bytes); a large object is fetched in one request whatever the block size.
