Builds the page's hit-test index from a display list the caller already has, adding the page's link annotations.

The page's display list, such as the one a viewer caches to render tiles.
The optional-content states that decide which links are visible, as the list was built with; null for the
document's default configuration.
Viewer capability 4; ISO 32000-2 §12.5.6.5 (links: QuadPoints inside Rect, else Rect), §12.5.3
(Hidden and NoView links are left out) and §8.11.3.3 (a link whose optional content is off is left out). The
links are read from Annotations now; the list's content is indexed as by CreateHitTestIndex().
