Gets or sets the Well-Tagged PDF (WTPDF 1.0) conformance levels the saved file declares and is checked against, or None (the default) for none.

Well-Tagged PDF 1.0 §6.1, cited by the rule identifiers of veraPDF's WTPDF 1.0 validation profiles, which share ISO 14289-2's
clause numbers. The save checks the document as for PdfUA2 (the reuse level does not require
figures' alternate text) and reports each failure condition as a WellTaggedNonConformant warning naming the rule; strict
mode throws for the first one, lenient mode saves without declaring the level (a WellTaggedNotDeclared information
diagnostic says so).
When the checks pass, the save writes a PDF Declaration per level (WellTaggedReuse,
WellTaggedAccessibility) in the document's XMP metadata, read back by
Declarations, together with DisplayDocTitle, MarkInfo Marked and the pages'
Tabs, and writes the file as PDF 2.0. It combines with PdfUAConformance PDF/UA-2 and with PDF/A-4.
