Where the pages are (Create(ReadOnlySpan<PageMetrics>, PageLayoutOptions?)); replace it with SetLayout(PageLayout).
Where the tiles go; it keeps them until Evict(Tile).
The tile size, render-ahead and memory budget, or null for defaults.
