A version of the PDF specification, major.minor, as a file header or a catalog's Version entry states it.

Remarks

ISO 32000-2 §7.5.2 (the header is %PDF-1.n or %PDF-2.n with a single-digit n) and §7.7.2, Table 29 (the catalog's Version is a name such as /1.7). Versions compare numerically on the major, then the minor number.
